The Celestia (TIA) funding rate is a periodic payment between long and short perpetual futures traders on exchanges like OKX and Hyperliquid. When the rate is positive, longs pay shorts (contango). When negative, shorts pay longs (backwardation). Extreme rates signal arbitrage opportunities between spot and perp markets.
